SUBJECT: Electronic Proof of Residence Information

On August 28, 2012, the Government Accountability Board voted unanimously to allow electronic versions of acceptable documents to serve as proof of residence during the voter registration process.  In response to questions from both election officials and voters, we have created an informational document to provide clarification on questions we have received in response to the Board’s decision.

Although electronic proof of residence documents will be presented in a different format, election officials should apply the same level of scrutiny that they would use to determine the validity of a paper form of the proof of residence document.  Electronic proof of residence documents must contain the same essential information as paper documents, and all proof of residence documents must be presented in a format that is readable to the election official.

Please note it is the responsibility of the voter to provide both the device on which an electronic proof of residence document is viewed and any Internet connection that may be necessary to access the document.  Election officials are not obligated to handle a voter’s device on which they are presenting their proof of residence document.  In addition, it is the responsibility of the voter to navigate the document so that the election official has access to all of the necessary elements of an acceptable form of proof of residence.  Just as with paper proof of residence documents, election observers are not entitled to view or touch (handle) an electronic proof of residence document or the device from which it is displayed.

This Electronic Proof of Residence Information may be used as a resource for election officials during their poll worker training for the November General Election.  For voters, this document explains their responsibilities when registering with an electronic proof of residence document, and outlines procedures designed to ensure that the process goes smoothly.  Finally, the rules regarding election observers and the voter registration process are clarified and reinforced by the information contained in this document.
