Important Information for Military and Overseas Voters

MADISON, WI – The deadline for Wisconsin’s military and overseas voters to have their ballots counted in the November 2 General Election has been extended until November 19, 2010, under terms of a consent decree with the U.S. Department of Justice.

Official absentee ballots will be transmitted no later than October 1, 2010 to all military and overseas voters who have requested them from their local Wisconsin municipal clerk’s office.

All military and overseas ballots that are voted and postmarked on or before Election Day, and which have been properly signed and witnessed, will be counted if they are received by the local clerk’s office by November 19, 2010.

To request an absentee ballot, military and overseas electors should contact their local municipal clerk’s office.  A directory of clerk’s offices is available on the Government Accountability Board’s website: http://gab.wi.gov/clerks/directory.  Military and overseas voters may also use the Federal Post Card Application (FPCA) form to submit their absentee ballot request.  The FPCA is available on the Board’s website (http://gab.wi.gov/elections-voting/voters/military-overseas) as well as the website of the Federal Voting Assistance Program (http://www.fvap.gov).

Military and overseas voters may determine their registration status, view a sample ballot and track the status of their absentee ballot through the Board’s Voter Public Access website: https://vpa.wi.gov/.

In the November 2 General Election, the federal offices of United States Senator and Representative to Congress will be elected.  Statewide Constitutional offices to be elected are Governor and Lt. Governor, Attorney General, Secretary of State and State Treasurer.  The office of Representative to the State Assembly will also be elected, and half of the members of the State Senate.  There will also be several county office elections, as well as some local positions and referenda.

The names of all federal and state candidates appearing on the ballot in the November 2 General Election will be available on the Board’s website no later than September 27, 2010: http://gab.wi.gov/elections-voting/results/candidates-on-ballot.

Under terms of a consent decree, approved September 15, 2010, by the U.S. District Court for the Western District of Wisconsin, the state of Wisconsin agreed to take certain steps to ensure military and overseas voters are able to fully participate in the November election.  The state will:

  • Take such steps as are necessary to ensure that all Uniformed Overseas Citizen Absentee Voting Act voters are sent the official absentee ballot for the general election on Friday, October 1, 2010
  • Count all military and overseas absentee ballots that are cast and mailed by Election Day if they are received by November 19, 2010. 
  • Communicate to military and overseas voters that the deadline for returning absentee ballots has been extended until November 19. 
  • Provide reports to the federal government certifying that absentee ballots were transmitted by October 1 to qualified military and overseas voters who had requested them.  The state will also report after the election on the number of military and overseas absentee ballots received and counted.
