As of August 2006, the price for data from the Statewide Voter Registration Systems (SVRS) is $25 plus $5 per 1,000 voters (rounded to the nearest thousand). The price charged for data is set by administrative rule and is therefore the same regardless of the government level chosen to fulfill the data request. Please note that not all counties and municipalities fulfill data requests. The SVRS is constantly updated, so it is necessary to query the system before the price for a file can be provided. The Administrative Rule for Data Pricing is GAB 3.50. The price for the entire state list is capped at $12,500.
In Wisconsin, elections are neither conducted at the state nor county level. Arguably, Wisconsin has the most decentralized elections administration systems in the nation. The Wisconsin Government Accountability Board is charged by State law to maintain the official voter records and statistics. Wis. Stats., s. 6.36(1)(a). Responsibility for entering accurate information into Wisconsin’s Statewide Voter Registration System, however, resides with the municipal clerk and/or election commission.
Voter participation and election data are gathered at the local level and submitted to the G.A.B. by 1,922 local elections partners (1850 municipalities and election commissions and 72 counties). The voter data gathering process involves between 20-30,000 local election officials, depending on the election, working in 2,822 polling sites, submitting data for 3,600 reporting units. Transmitting statewide elections data to the G.A.B. involves more than 1,700 authorized users of the Statewide Voter Registration System.
The G.A.B. is dedicated to maintaining the highest possible voter data quality and accurate elections information. Every effort is made to assure the accuracy and completeness of the information. Given the complexity of Wisconsin’s elections administration structure and business processes, despite best efforts and quality control management practices, some residual data error resulting from compilation by multiple partners, may sometimes occur.
